The panel’s mission is to review the performances and office operations of U.S. Magistrate Judges Lincoln D. Almond and Patricia A. Xavier will serve on the panel alongside retired state Superior Court Judge Michael A. Silverstein, who will act as chairman; Providence lawyer Jose F. Batista; assistant federal public defender Joanne Daley; Assistant U.S. Attorney Dulce Donovan; retired attorney Deming E. Sherman; Providence Police Col. Hugh T. Clements Jr.; and Jordan Seaberry, director of advocacy and public policy at the Nonviolence Institute.
The panel members may interview Judges Almond and Sullivan, and are required to submit their report discussing whether or not they should be reappointed by March 9.
Xavier counsels employers on a variety of employment related topics such as handbooks, severance agreements, terminations, harassment and discrimination complaints, leave acts, overtime payment, and misclassification claims.
